February 21, 2002

The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

          V. CONSENT AGENDA
          The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member or members want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
          5.l) Purchase Orders
          This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.

          Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

          This resolution is an annual requirement of the GMA pooled lease program which authorizes our continued participation in the program. The School District’s current share of the program is $6,508,043, which is available for future capital lease purchases as requested.

          This action is necessary to close this project with the state and to receive our final reimbursement check.

          5.8) Sycamore ES Assignment of Sewer Easement
          Gwinnett County Water and Sewerage Authority requires the assignment of a sewer easement across the property being described as Sycamore ES.
          5.9) Sycamore ES Sewer Easement
          Gwinnett County Water and Sewerage Authority requires a sewer easement across the property known as Sycamore ES.
          5.10) Rebecca Minor ES Sewer Easement
          J-Squared, Inc. is requesting an easement across the property known as Rebecca Minor ES.
          5.11) Sycamore ES Georgia Power Easement
          Georgia Power Company requires an easement to construct and maintain underground utility lines at Sycamore ES.
          VI. SUPERINTENDENT’S REPORTS
          6.1) Personnel
          This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
          6.2) Monthly Financial Report
          A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
          6.3) 1997 Building Program/Construction Report
          A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
          6.4) 2002 Building Program/Construction Report
          A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
          6.5) Planning Meeting Update
          A review of the 1997 Building Program (SPLOST I), 2002 Building Program (SPLOST II) and 2007 Capital Building Program (SPLOST III).
          6.6) PTA Proclamation
          The School Board annually adopts a resolution honoring the local PTA during February, the anniversary of the founding of the National PTA.
          6.7) Gateway Technical Advisory Committee Interim Report
          The Gateway Cross-Functional Action Team’s recommendations of January 2001 included a recommendation that a Technical Advisory Committee be established to review current development, scoring and reporting procedures and practices of the Gateway Assessments.

          8.1) Policy GBRIB - Leave (Sick, Person, Adoption & Vacation)
          Proposed changes to this policy comply with current practice.

          IX. NEW BUSINESS
          9.1) Advance Purchase of School Buses
          This advance purchase on the 72-passenger buses will allow for these buses to be delivered in time for the beginning of the 2002-2003 school year.
          9.2) Georgia Municipal Association Lease Pool
          As an alternative to funding 59, 72-passsenger and 61 special needs buses entirely from the FY 2003 General Fund budget, the total purchase cost of $6,494,485 could be borrowed from the Georgia Municipal Association Lease Pool at a projected rate of 1.73 percent.
          9.3) Instructional Materials Adoption
          In compliance with GCPS policy IFAA and the Georgia Department of Education Rule 160-4-1.12, the periodic program and instructional materials review was conducted in the areas of K-12 Mathematics (1999-2001) and 6-8 Technical Education (1999-2001). The recommendations included in this document are part of the comprehensive reviews completed in each area.
          9.4) Advance Purchase of Portable Classrooms
          Staff is recommending that the Board of Education adopt a motion to approve the advance purchase of 200 portable classrooms.
          9.5) Banking Resolution
          Based on the results of a detailed bid process, staff has recommended that Sun Trust Bank become the school system’s supplier of checking account, depository, processing, and other banking services.
          9.6) Policy CB - Closings Due to Weather/Emergency
          Staff is recommending the creation of this new policy under Section C “General School Administration” to include information previously contained in Policy AFC Emergency Closings under Section A “School District Organization.”
          9.7) Policy DA - Fiscal Management Goals
          Staff is recommending proposed changes to this policy to comply with current practice.
          9.8) Policy DC - Annual Operating Budget
          Staff is recommending proposed changes to this policy to comply with current practices.
          9.9) Policy DCI - Budget Amendment
          Staff is recommending proposed changes to this policy to comply with current practice.
          9.10) Policy DFD - Bond/SPLOST Elections
          Staff is recommending proposed changes to this policy to comply with current practice. This policy includes information previously contained in Policy FFA (Bond Sales).

          Staff is recommending one minor change to this policy to comply with current practice.

          The Department of School Nutrition Programs ensures that GCPS is in compliance with state and federal laws.
