GWINNETT COUNTY BOARD OF EDUCATION MEETING
January 9, 2003


The regular Board meeting held in the Board Room at Lawrenceville East, 723 Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. The Board will meet at 3:00 p.m. for a work session the afternoon of the Board meeting; therefore, time to discuss agenda items is provided prior to the regular meeting at 7:00 p.m.

VI. CONSENT AGENDA

The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member wants to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.

6.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
6.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.
6.25) North Gwinnett Cluster ES - LAN Cabling Bid
Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.
6.26) Meadowcreek HS - LAN Cabling Bid
Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.
6.3) Dacula Cluster ES - Assignment of Sewer Easement
Gwinnett County Water and Sewerage Authority requires the acquisition and assignment of a sewer easement across the property located in Land Lot 268, of the 5th Land District, Parcel 49, known as Dacula Cluster ES.
6.4) Hopkins ES - Temporary Construction Easement
Gwinnett County Department of Transportation requires a Temporary Construction Easement for sidewalk improvements along Burns Road. This easement consists of 430 linear feet.
6.5) Duluth HS Addition - Water Meter Easement
Gwinnett County Department of Public Utilities requires an easement for the installation of a water service vault and water metering devices across the property located in Land Lot 203 & 294 of the 6th and 7th Land District, known as Duluth HS.
6.6) McConnell MS - Driveway Easement
Gwinnett County Department of Transportation requires a Driveway Easement to tie in the existing school drive with the proposed sidewalk improvements to Ozora Road. This easement consists of 125 linear feet.
6.7) McConnell MS - Temporary Construction Easement
Gwinnett County Department of Transportation requires a Temporary Construction Easement for sidewalk improvements along Ozora Road. This easement consists of 190 linear feet.
6.8) Joint Agreement for New Pump Station
Staff is recommending that the Board adopt a motion to approve the Joint Agreement for the construction of the new pump station.
6.9) Telecommunications Contracts
GCPS has entered into new contract agreements with BellSouth in a number of key areas including local telephone service, long distance, Internet, and a high-speed fiber connectivity service between sites capable of transporting voice, video, and data simultaneously. These contract negotiations were the result of the School District application (form 470) for e-rate funding through the Schools and Libraries Division and offer great savings as well as enhanced services over previously existing contracts.

VII. SUPERINTENDENT’S REPORTS

7.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
7.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
7.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
7.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated.
7.5) School Naming Process
GCPS will soon begin the school naming process for the remaining unnamed schools to be built during the current building program. Principals whose schools are affected by the changes have been asked to nominate a parent and an educator to serve on a committee to gather names from the public and to suggest names for consideration by the Superintendent and Board. The schools and clusters that will be included in the naming are the following: Central Cluster ES, Dacula Cluster ES, Duluth Cluster ES, North Gwinnett Cluster ES, and Berkmar Cluster MS.

10.1) GSBA Representative to NSBA’s Federal Relations Network
The Board will designate a member to serve as one of GSBA’s representatives on NSBA’s Federal Relations Network and attend the annual meeting in Washington, DC.
10.2) Gwinnett Retirement System Administrative Committee Appointments
Staff is recommending that the Board of Education adopt a motion to appoint two new members to serve on the Gwinnett Retirement System (GRS) Plan Administrative Committee.
