GWINNETT COUNTY BOARD OF EDUCATION MEETING
August 8, 2002
The regular Board meeting held in the Board Room at Lawrenceville East, 723 Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 2:00 p.m. at Berkmar High School in Lilburn to tour the school’s new addition. The Board will convene at 3:30 p.m. for a work/executive session in the Executive Board Room at Lawrenceville East. Executive session will be held to discuss pending or threatened litigation with the Board attorney; the acquisition of real estate; the appointment, employment, compensation, hiring, disciplinary action, or periodic evaluation of personnel; and student discipline appeals.

Note to Citizens: Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. The Board will meet at 3:30 p.m. for a work session the afternoon of the Board meeting; therefore, time to discuss agenda items is provided prior to the regular meeting at 7:00 p.m.

V. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member (or members) want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.
5.3) Architect Recommendations
Staff is recommending that the Board of Education adopt a motion to approve the architect recommendations.
5.4) South Gwinnett HS LAN Cabling Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.5) Peachtree Ridge HS Athletic Facility Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.6) Gwinnett Technical College ATC/Horticultural LAN Cabling Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.7) Grayson HS Addition Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.8) Frank N. Osborne MS Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.9) Duluth MS Replacement Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.10) Glenn C. Jones MS Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.11) Berkmar Cluster MS Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.

VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated.
6.5) Special Education/Gateway Presentation
Staff and teachers will provide the Gwinnett County Board of Education information relating to the interaction between the special education staff and the general education staff in scoring and implementing strategies on the current Gateway Assessment. The group will demonstrate how special education teachers employ Gateway learning strategies in their classroom and Individualized Education Plan (IEP) development on an ongoing and consistent basis.
6.6) Policy Update Report
A review of the process for maintaining accurate and effective policies and procedures and an update on the current status.

The following policies are recommended for adoption:
8.1) Policy EBC - Data Access and Security
Proposed changes to this policy include the review of Data Access and Security procedures annually with staff.
8.2) Policy IFB - Acceptable Use of Electronic Media
The name of this policy has been changed from “Use of Electronic Media” to “Acceptable Use of Electronic Media.”
8.3) Policy JCD - Student Conduct Behavior Code
Proposed changes to this policy include changing the name of this policy from “Student Discipline and Conduct Behavior Code” to “Student Conduct Behavior Code” and incorporating information contained in policies which were rescinded at the July 11 Board meeting.
