GCPS Board Meeting Summary for August 9, 2007

The following are highlights of the August 9, 2007, meeting of the Gwinnett County Board of Education. The official minutes of the meeting will be approved by the Board at its next monthly meeting.

Board recognizes students and staff members
-- The Board of Education recognized Peachtree Ridge HS on its recognition as a High Schools that Work Gold Improvement Award winner by the Southern Regional Education Board. The Gold Improvement Award is given to schools that had significant improvement in reading, mathematics, and science from 2004 to 2006 on the High Schools That Work (HSTW) Assessment. Included in the criteria for the award, schools must have had 50 or more students complete the 2006 assessment; participate in two assessments (2004 and 2006); not have greater than a 10-point change in the percentage of minority students or the percentage of students with a low parent education level from 2004 to 2006; met state Adequate Yearly Progress requirements; and had significant gains in achievement in all three subject areas from 2004 to 2006. Only 19 high schools in the HSTW network received this award at the 2007 HSTW Summer Staff Development Conference in New Orleans, Louisiana. Principal Steve Flynt said this is certainly exciting news to share with the Board and his community as the new school year begins. Assistant Principal Gayle Adkinson thanked the Board for its support and recognized the work of Peachtree Ridge teachers. She shared details on the school's focus on literacy and how teachers are using data to improve instruction.
-- Board members honored a number of students and schools that have earned technical education awards and honors. In introducing the award winners, Technical Education Director Jody Reeves thanked the Board for its continued support of the technical education program. Among those honored at the meeting were:
  • Brookwood HS graduates Andrew Holbrook and Nathan Webb were honored for their third place finish at the International Career Development Conference and Competition, sponsored by the Distributive Education Clubs of America (DECA). This is the first time in several years that a Gwinnett team has achieved at this level. The two-student team completed a sports marketing project with the Gwinnett Gladiators.
  • The Board saluted a number of technical education educators who led their schools to earn industry certification, a rigorous process that requires many hours or preparation outside of the classroom. The newly certified instructional teams and their programs are: Mill Creek HS' Chesley Cypert, Kristy Heath, Brian Tansey, and Elaine Still-- Business and Computer Science; Mill Creek HS' Glenn Burrows and John Guyer-- Engineering and Technology; Peachtree Ridge HS' Yalanda Bell and Nicole Lassiter-- Marketing Education; North Gwinnett HS' Jacqueline Huffman-- Marketing Education; Grayson HS' Chaz Kachmar-- Engineering and Technology; and Brookwood HS' Bob Hickey-- Marketing Education. In commending these instructors on taking their programs to the next level, Ms. Reeves said, "The goal is to improve upon the standard level of program performance and increase the quality of content delivery to students."

Board continues to review and update policies
-- Staff recommended that the following policies remain on the table for further input:
Policy DCI- Budget Amendment-- Proposed changes are aligned with improvements in system processes.
Policy DFL- Investment Earnings-- Proposed changes are aligned with improvements in system processes.
Policy DI- Accounting and Reporting-- Proposed changes are aligned with improvements in system processes.
Policy DIB- Financial Reports-- Proposed changes are aligned with improvements in system processes.
Policy DJD- Expense Reimbursements-- Proposed changes are aligned with improvements in system processes.
Policy DK- Student Activities Funds (Restricted Funds)-- Proposed changes are aligned with improvements in system processes.
Policy DO- Property Disposal-- The title of this policy has been changed from "School Properties Disposal" and changes have been made to the policy to align it with improvements in system processes as well as mandates in state and/or federal law.
Policy EGD- Accident Insurance Policy for School Children in Transit-- The title of this policy has been changed from "Liability Insurance (Defense and Indemnification)" and the contents have been divided into three policies-- EGD, EGE, and EGF. Changes have been made to align it with improvements in system processes.
Policy EGE- Defense and Indemnification for Board Vehicle Accidents-- The contents of this policy were previously included in Policy EGD "Liability Insurance (Defense and Indemnification)." Changes have been made to align it with improvements in system processes.
Policy EGF-- Defense and Indemnification for General Liability Incidents-- The contents of this policy were previously included in Policy EGD "Liability Insurance (Defense and Indemnification)." Changes have been made to align it with improvements in system processes.
Policy FC- Facility Impact Statement Notification-- It is proposed that the title of this policy be changed from "Information Campaigns (Facility Impact Statement)" and minor changes have been made to the policy to align it with improvements in system processes.
Policy IFBG- Acceptable Use of Electronic Media-- The descriptor code for this policy has been changed from IFB to IFBG. Changes have been made to the policy to align it with improvements in system processes as well as mandates in state and/or federal law.
The Board voted to rescind the following policies:
Policy DH-- Bonded Employees-- This policy is no longer required due to current self-funded general liability policy coverage.
Policy DJH- Local Matching Funds-- In accordance with new funding guidelines, no local matching funds are required.
