GWINNETT COUNTY BOARD OF EDUCATION MEETING
July 11, 2002


The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

NOTE: Executive session will be held to discuss pending or threatened litigation with the Board attorney; the acquisition of real estate; the appointment, employment, compensation, hiring, disciplinary action, or periodic evaluation of personnel; and student discipline appeals.

NOTE TO CITIZENS

Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. The Board will meet at 3:00 p.m. for a work session the afternoon of the Board meeting; therefore, time to discuss agenda items is provided prior to the regular meeting at 7:00 p.m.

V. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member (or members) want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

5.3) Architect Recommendations
Staff is recommending that the Board of Education adopt a motion to approve the architect recommendations.
5.4) T.C. Buice Center Site Work Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.


VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated.
6.5) SNP Quarterly Financial Report
Documents have been attached to provide the Board with information on all cafeteria programs. This report is provided three (3) times each year to keep the Board informed of participation and financial status of each school. Participation data is prepared by each cafeteria manager and financial data is prepared by the School Nutrition Department This report reflects a sound financial position for the school nutrition program.
6.6) Annual Special Education Comprehensive Plan
The Special Education Comprehensive Plan is approved annually by the Board and signed by the Superintendent. This action assures that GCPS will comply with all provisions of IDEA and state rules governing special education. It also establishes how federal and state grant funds will be spent.

VIII. OLD BUSINESS

The following policies are recommended for adoption:
8.1) Policy G - Accommodations for Employees with Disabilities-- This new policy, created under the “Personnel” section, addresses employees with disabilities.
8.2) Policy JC - Sexual Harrassment/Discrimination (Students)-- This new policy complies with current practice and state law. Some of the information previously contained in Policy JC “Grievance/Appeal Procedures” which is being rescinded was incorporated into this new policy.
8.3) Policy JCAC - Accommodations for Students with Disabilities-- Proposed changes to this policy comply with current practice and change the name from “Section 504 Policy” to “Accommodations for Students with Disabilities.”
8.4) Policy KJ - Advertising in Schools-- Minor changes to this policy comply with current practice and include information contained in Policy KIA “Distribution of Political Campaign Materials.”

The following policies are recommended to be rescinded:
8.5) Policy JC - Grievance/Appeal Procedures-- Information contained in this policy will be split into policies and procedures that focus on student complaints and employee complaints separately.
8.6) Policy JCB - Safe Schools Discipline Policy-- This policy is a duplicate of information already contained in Policy JCD “Student Discipline and Conduct Behavior Code.”
8.7) Policy JCDAB - First Offenders--Rule 7 Discipline Policy-- Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
8.8) Policy JCDB - Student Dress Code Discipline Policy-- Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
8.9) Policy JCDBA - Electronic Pagers-- This policy is a duplicate of information already contained in Policy JCD “Student Discipline and Conduct Behavior Code.”
8.10) Policy JD - Student Discipline-- Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
8.11) Policy JDA - Corporal Punishment-- Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
8.12) Policy JH - Student Activities-- Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
8.13) Policy KEBA - Concession Rights-- This policy is a duplicate of Policy JKA “Concession Rights,” which was rescinded at the June 20 Board meeting because the information contained in Policy JKA has been incorporated into a procedure.
8.14) Policy KIA - Distribution of Political Campaign Materials-- Information contained in this policy has been incorporated into Policy KJ “Advertising in Schools.”

IX. NEW BUSINESS

The following policies are recommended to be tabled until the August 8 Board Meeting:
9.1) Policy EBC - Data Access and Security-- Staff is recommending proposed changes to this policy to include the review of Data Access and Security procedures annually with staff.
9.2) Policy IFB - Acceptable Use of Electronic Media-- Staff is recommending changing the name of this policy from “Use of Electronic Media” to “Acceptable Use of Electronic Media.”
9.3) Policy JCD - Student Conduct Behavior Code-- Staff is recommending changing the name of this policy from “Student Discipline and Conduct Behavior Code” to “Student Conduct Behavior Code” and incorporating information contained in policies which have been recommended to be rescinded at the July 11 Board meeting

9.4) Georgia School Boards Association & Delegate Assembly
Louise Radloff represented the Board at Georgia Schools Boards Association’s Conference and Delegate Assembly in June. She will report on the meeting.
