The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 2:00 p.m. in the Executive Board Room for a work/executive session. NOTE: Executive session is held to discuss pending or threatened litigation with the Board attorney; the acquisition of real estate; the appointment, employment, compensation, hiring, disciplinary action, or periodic evaluation of personnel; and student discipline appeals.

NOTE TO CITIZENS

Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to board members.

V. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member or members want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

5.3) Shiloh High School Water Meter Easement
Gwinnett County Department of Public Utilities requires an easement for the installation of a water service vault and water metering devices across the Shiloh High School property.
5.4) Shiloh High School Sewer Easement
Gwinnett County Department of Public Utilities requires a sewer easement for sanitary sewer and water lines across the property located in the Shiloh High School property.
5.5) Board Meeting Schedule
The Superintendent is recommending the Board meeting schedule for 2001.
5.6) Certificate of Completion - Kanoheda Elementary School
Staff is recommending the Board approve the resolution certifying that all bills have been paid on the Kanoheda Elementary School addition.
5.7) Certificate of Completion - Collins Hill High School
Staff is recommending the Board approve the resolution certifying that all bills have been paid on the Collins Hill High School addition.

VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report, including amendments to the FY2001 budget. Also provided is a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) School Nutrition Report
Documents have been attached to provide the Board with information on all cafeteria programs.
6.5) Gwinnett Retirement System (GRS) Annual Report
The Gwinnett Retirement System issues an annual report to employees and retirees which shows the status of the retirement program and includes the outside auditor’s opinion letter and the report of the GRS actuary.
6.6) Policy Implications
Staff will present GCPS response to legislative policy implications.

8.1) Policy GBDA, Fingerprinting/Criminal Record Check
This proposed policy states the requirement of all new employees to be fingerprinted and have a criminal record check.
8.2) Policy BA, Board Goals & Objectives
Proposed changes in this policy comply with requirements of H.B.1187.
8.3) Policy DID, Internal Audit
Staff is recommending minor changes to this proposed policy.

IX. NEW BUSINESS
9.1) Policy BHA, Board Conflict of Interest
Staff is recommending minor changes to this proposed policy.
9.2) Policy AE, School Year
Staff is recommending this policy be rescinded.
9.3) Policy AEA, School (Calendar) Year
Proposed changes in this policy comply with requirements of H.B.1187.
9.4) Policy DHA, Pay for Performance
This proposed policy gives the local school principal the authority to determine disbursement of Pay for Performance funds granted by the State Board of Education.
9.5) Policy BBF, School Councils
Proposed changes in this policy comply with requirements of H.B.1187.
9.6) Policy IKD, Ceremonies and Observances
Proposed changes in this policy address graduation ceremonies for Phoenix High School students.
9.7) Policy JBCD, Student Transfer Requests
Proposed changes in this policy are in compliance with state law.
9.8) Policy BDE, Review of Board Policy
Proposed changes in this policy communicate current practice and comply with GCPS Board Policy BDC, Policy Adoption.
9.9) Reimbursement Resolution
Staff is recommending the Board approve a resolution certifying Gwinnett County School District Construction Sales Tax Notes, Series 2000 be retired and authorize the reimbursement of the General Fund proceeds with the 2001 SPLOST construction notes in January, 2001, if the General Fund is required to supplement 2000 sales tax receipts.
9.10) Resolution Regarding Construction Sales Tax Notes
Staff is recommending the Board authorize the distribution of a preliminary official statement relating to Gwinnett County School District Construction Sales Tax Notes, Series 2001, authorizing the distribution of a notice of sale relating to such Construction Sales tax Notes, and the solicitation of offers for the purchase of same.
9.11) Special Recognition
