Personnel Evaluation- Overview and Timeline

Gwinnett County Public Schools (GCPS) has long recognized the need for an improved personnel evaluation system. In fact, this has been one of the district's top initiatives for the last few years and the development of a new evaluation system is underway. In 2010, GCPS partnered with the state in its Race to the Top (RT3) application. One of Georgia's goals under RT3 is to develop "Great Teachers and Leaders." As part of that goal, the state will work with local partner districts to finalize the components of a common evaluation system and implement the new system. In addition, the state plans to use these annual evaluations to inform talent management decisions, including compensation, promotion, retention, and staff development.

Currently, GCPS is working in conjunction with state leaders on the development of a revised personnel evaluation system. This allows our school system to participate in discussions that will shape the evaluation system and will affect its teachers and other employees. The state is currently working to revise CLASS and Leader Keys, which are rubric-based evaluation tools used for teacher and leader evaluations. With the support of the RT3 funding, these instruments are being revised to provide tools that are reliable, effective, and will streamline the evaluation process.
Projected timeline for revising and implementing new CLASS and Leader Keys:
Fall 2011: Training provided for the twenty-six RT3 districts related to the revised CLASS and Leader Keys.
January - May 2012: RT3 districts will pilot the revised CLASS and Leader Keys.
End of 2011-12 School Year: Reliability and validity study will be completed related to the revised version of CLASS and Leader Keys.
2012-13 School Year: Revised validated evaluation system will be used by the twenty-six RT3 districts, as well as, offered to all districts for school year 2012 - 2013.
