GCPS Board Meeting Summary for December 13, 2007

The following are highlights of the December 13, 2007, meeting of the Gwinnett County Board of Education. The official minutes of the meeting will be approved by the Board at its next monthly meeting.

-- Board members saluted three employees who were recognized at the state level by the Georgia School Counselors Association. Demetria Williams of Duluth HS is the 2007 State Secondary School Counselor of the Year. Margaret Cheeley of Collins Hill HS (formerly at Creekland MS) is the 2007 State Middle School Counselor of the Year. South Gwinnett HS Principal Berry Simmons was recognized as the 2007 State Counseling Advocate of the Year. All three will move on to compete for national titles.
-- The Board of Education saluted the inaugural graduating class of the Quality-Plus Leader Academy. These 37 leaders recently completed an extensive one-year program of study. Nine members of the inaugural class currently are serving as principals. The Quality-Plus Leader Academy was developed as a way to ensure that Gwinnett County Public Schools has a pool of trained administrators/principals to meet future principalship needs. Board approves redistricting, setting attendance lines for new schools
Board members approved attendance lines for 12 new schools and three replacement schools opening over the next two years. The Planning Department had developed the final recommendations for redistricting based on input from parents, community members, and educators. The approved attendance lines are the culmination of an extensive process that involved months of community input. Through the process a number of changes have been made to the proposals, resulting in changes to every single map. In fact, the Planning Department recommended a final change to the Lanier Cluster map at the meeting, moving the Emerald Lake subdivision from the Sycamore ES attendance zone to the new White Oak ES attendance zone. The approved maps may be viewed on the school system's web page.

Board hears report on 'Principal for a Day' program
The Board heard a report on the fourth annual “Principal for a Day” program, a joint venture of Gwinnett County Public Schools and the Gwinnett Chamber of Commerce. The program was conducted during American Education Week, November 12-16. It paired principals at 99 schools with business leaders who served as “principal for a day” to gain a first-hand, authentic look at a typical day in the life of a school leader in a Gwinnett County school.

Board members recognize county's need for Open Heart Surgery Program
The Gwinnett County Board of Education adopted a resolution of support endorsing without qualification Gwinnett Medical Center’s efforts to obtain a Certificate of Need from the State Department of Community Health for an Open Heart Surgery Program. Gwinnett County is home to an estimated 776,000 citizens and is growing. More than 8,000 people are treated annually for cardiac-related issues in Gwinnett Medical Center's main emergency department. With the nearest facility offering open heart services for Gwinnett County citizens more than 30 minutes away, a need exists for residents to have accessible services within the county's borders.

Board recognizes Louise Radloff for service as 2007 Chair
The Board annually recognizes and thanks the outgoing chairman for his or her leadership and service during the year. Louise Radloff was acknowledged during the meeting for her service as the 2007 Board chairman. This year marked the eighth time Mrs. Radloff has served as the Board chair. CEO/Superintendent J. Alvin Wilbanks presented Mrs. Radloff with "The Heart of Change," a book on leadership. This book will be provided to the next Quality-Plus Leader Academy class in Mrs. Radloff's honor. In addition, the school system will donate a world atlas to the Louise Radloff MS media center.

School Board continues to review and update policies
School Board members approved the following policies. They had been placed on the table last month to allow for further input.
Policy EE- School Nutrition Program-- The proposal calls for the title of this policy to be changed from “Food Services Management.” Changes have been proposed to this policy to align it with improvements in system processes.
Policy ICC- Educational Research-- Minor changes have been proposed to this policy to align it with improvements in system processes.
Policy IDE- Competitive Interscholastic Activities, Grades 6-12-- The descriptor code is proposed to change from JHA and the title to be changed from “Extracurricular Activities.” Changes have been proposed to this policy to align it with improvements in system processes.
Policy JCAAA- Title I, Parent Involvement-- Changes have been proposed to this policy to align it with improvements in system processes.
Policy JB- Attendance-- Proposed changes address the descriptor code change from JBD.

The following policies were approved to be rescinded:
Policy IDCB- Community School Program- Procedure KG “Use of Facilities” outlines the responsibilities of the Community School Director and the regulations for after-school programs.
Policy JQE- Student Marital and Parental Status- The contents of this policy are included in Policy JBA, “Eligibility for Enrollment and Admissions.”

Staff is recommending the proposed policy revisions be placed on the table for review until the January 10, 2008, Monthly Business Meeting.
Policy GAAA- Equal Opportunity-- Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GAE- Complaints and Grievances-- Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GAG- Staff Conflict of Interest-- Minor changes have been proposed to this policy to align it with improvements in system processes.
Policy GAK- Criminal Background Check-- The descriptor code has been changed from GBD and the title has been changed from “Fingerprinting/Criminal Record Check/Evaluation Requirements for Employment.” Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GAM- Mandatory Reporting of Employee Crimes-- Minor changes have been proposed to this policy to align it with improvements in system processes. Policy GAMA- Drug Free Workplace-- Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GBC- Employment and Recruitment-- Changes have been proposed to this policy to align it with improvements in system processes.
Policy GBM- Professional Personnel Transfer-- This new policy has been created to reflect improvements in system processes.
Policy GBO- Personnel Resignations and Reemployment-- Minor changes have been proposed to this policy to align it with improvements in system processes.
Policy GBRC- Employee Work Day-- The title of this policy has been changed from “Personnel Attire and Working Conditions” and the descriptor code has been changed from GBR. Changes have been made to this policy to align it with improvements in system processes.
Policy GBRI- Personal Leave-- Minor changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GBRIB- Sick Leave Bank-- Changes have been proposed to this policy to align it with improvements in system processes.
Policy GBRIG- Family and Medical Leave Act-- The title of this policy has been changed from “Family and Medical Leave.” Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
Policy GCRA- Drug and Alcohol Testing-- The descriptor code has been changed from GBRA. Changes have been proposed to this policy to align it with improvements in system processes and with mandates in state and/or federal law.
