GCPS Board Meeting Summary for May 8, 2003

          Board of Education recognizes students and staff:
          The Gwinnett County Board of Education recognized the following students and educators at its May meeting:
          • Physical Education and Health Coordinator Mark Anderson introduced McConnell MS' Dana Fronk to Board members, commending her on her school's quality physical education program and her designation as Georgia and Southern District Teacher of the Year by the Georgia Association for Health, Physical Education, Recreation, and Dance. In his comments, Principal John Campbell expressed pride in Ms. Fronk calling her a great role model and saying he was very proud to be associated with her. Ms. Fronk, who is a nationally board certified teacher, was runner-up for the national P.E. teacher of the year honor. Ms. Fronk's teaching team members Cheryl Deal, John Meme, and Tim Sestek were on hand to congratulate Ms. Fronk on this honor.
          • A lifelong dedication to the arts in Georgia earned Ken Lindahl of Brookwood HS entrance into the Georgia Thespian Hall of Fame. Brookwood HS Assistant Principal David Smith provided the Board with background on Mr. Lindahl who has taught at Brookwood HS since 1983, earned state teaching honors in Michigan, and whose students have earned honors at national festivals and state competitions. "We're very proud of him and happy he's at Brookwood HS," said Mr. Smith. In his comments, Mr. Lindahl expressed his appreciation for the School Board's support and for allowing Gwinnett fine arts teachers to be the creative teachers that they are.
          • More honors in the fine arts area were recognized as the School Board saluted Meadowcreek HS Junior Viveka Chandrasekaran as this year's AAAAA Literary Girls Solo state champion. Dr. Angela Pringle, principal of Meadowcreek HS, shared how much she and others enjoy Miss Chandrasekaran's music and performances and described her as "a wonderful student." Over the past five years, she has been selected for all-state chorus and district honor chorus. She also has performed in several professional productions. In addressing the Board, Miss Chandrasekaran thanked GCPS for the arts and music program and for the various opportunities she has had through the Meadowcreek HS fine arts program.
          • Sugar Hill ES students Victor Arila, Seth Bedgood, Riohi Burr, and Brandon Dyer were recognized for their performance in the elementary division of the Georgia Stock Market Game. Principal Sandra Levent applauded the team’s success at the state level. She acknowledged their teacher Mary Lou O'Rouke, and her efforts to inspire students to reach beyond their academic potential. Ms. O'Rouke said that her students had a lot of fun and learned a lot about commissions, percentages, and reading stock tables as they competed against a "vicious bear market."
          • The Board of Education also congratulated the high school champions in the spring stock market competition-- a team from Parkview HS. Assistant Principal Alison Dalton and Gary Petmecky, teacher and team sponsor, accepted the Board's congratulations. Mr. Petmecky explained that team members Drew Ann Tatum, Amy Lantrip, John Churchman, and Alex Ewing, were unabe to attend the meeting as they are busy preparing for Advanced Placement exams.

          Board receives update on Sycamore ES ad hoc committee
          District II School Board Member Daniel Seckinger briefed the Board on the initial meeting of the Sycamore ES ad hoc advisory committee and publically thanked the members of the committee. The group met for several hours earlier in the day, beginning its work to establish the monitoring system that will be put in place at the school. Mr. Seckinger stated that this committee's work to provide a top-notch monitoring program is just one more evidence of the community coming together in support of its fabulous school.

          Public hearing on fiscal year 2004 (FY2004) budget
          Chief Financial Officer Jeff Weiler provided the Board and audience with an overview of the FY2004 budget tentatively adopted on April 22. Totaling approximately $1.3 billion, the budget represents an increase of 1.9% from the previous year. Mr. Weiler provided upcoming key budget events and dates including the second public hearing and final adoption of the budget, scheduled for May 15.

          2004-05 and 2005-06 school calendars presented
          The school system presented its calendars for the 2004-05 and 2005-06 school years. The calendars are very much like the ones used in recent years by Gwinnett County Public Schools, with both calendars calling for an end to the first semester before winter break. This calendar has been associated with gains in student achievement. During the calendar setting process, staff and parents considered the inclusion of an intersession week between the two semesters, allowing for optional remediation or extension. As input on the intersession was mixed, with no clear majority viewpoint, the decision was made to continue with the school system's more traditional calendar. Copies of both calendars will be sent with the "Leadership Appointment" e-mail on Friday morning.

          School Board continues review of policies
          Staff is recommending that the following proposed policies be placed on the table for input until the June 19 Board meeting:
          Policy AFC - Emergency Closings-- Staff is recommending the Descriptor Code be changed from CB under Section entitled “General School Administration” to AFC under section entitled “School District” and the name of the policy be changed from “Closings Due to Weather/Emergency” to “Emergency Closings.”
          Policy BD - Policy Development-- Staff is recommending proposed changes to this policy to include information previously contained in Policies BDD (Board Policy Dissemination), BDE (Review of Board Policy) and BDG (Policy Absence).
          Policy BE - School Board Records-- Staff is recommending the Descriptor Code be changed from CN under Section entitled “General School Administration” to BE under Section entitled “School Board Operations” and the name of the policy be changed from “Records Management” to “School Board Records.” Staff is recommending deletions to the policy to comply with current practice and state law.
          Policy GAAA - Equal Opportunity-- Staff is recommending proposed changes to this policy to comply with current practice and to include information previously contained in Policy G “Accommodations for Employees with Disabilities.”

          Policy GAC - Staff Involvement in Decision Making-- Staff is recommending the Descriptor Code be changed from BBC under Section entitled “School Board Operations” to GAC under Section entitled “Personnel” and the name of the policy be changed from “Board Committees” to “Staff Involvement in Decision Making.” Staff is also recommending proposed changes to the policy to comply with current practice and state law.
          Policy GAEB - Sexual Harassment/Discrimination (Employees)-- Staff is recommending the Descriptor Code be changed from GA to GAEB.
          Policy GBAB - Pay for Performance-- Staff is recommending the Descriptor Code be changed from DHA under Section entitled “Fiscal Management” to GBAB under Section entitled “Personnel.”
          Policy JCDA - Mandatory Reporting of Student Crimes-- Staff is recommending only minor changes to this policy to reflect current practice.
          Policy JDF - School Admission of Suspended or Expelled Students-- Staff is recommending only minor changes to this policy to reflect current practice.
          Staff is recommending that the following policies be rescinded:
          Policy BBC - Board Committees-- Staff is recommending the Descriptor Code be changed from BBC under Section entitled “School Board Operations” to GAC under Section entitled “Personnel” and the name of the policy be changed from “Board Committees” to “Staff Involvement in Decision Making.”

          Policy BDG - Policy Absence-- Staff is recommending the information contained in this policy be incorporated into Policy BD “Policy Development.”

          Policy CN - Records Management-- Staff is recommending the Descriptor Code be changed from CN under Section entitled “General School Administration” to BE under Section entitled “School Board Operations” and the name of the policy be changed from “Records Management” to “School Board Records.”
          Policy DHA - Pay for Performance-- Staff is recommending the Descriptor Code be changed from DHA under Section entitled “Fiscal Management” to GBAB under Section entitled “Personnel.”
          Policy G - Accommodations for Employees with Disabilities-- The information contained in this policy has been incorporated into Policy GAAA “Equal Opportunity.”
          Policy GA - Sexual Harassment/Discrimination (Employees)-- Staff is recommending the Descriptor Code be changed from GA to GAEB.
