GCPS Board Meeting Summary for September 14, 2000

          The following are highlights of the September 14, 2000, Gwinnett County Board of Education Meeting.
          The official minutes of the meeting will be approved by the Board at its next meeting.

          Gwinnett County Public Schools Sets 2001-02 School Calendar
          The 2001-02 school year calendar was presented to the School Board. The calendar, which is much like this year's calendar, calls for a starting day of August 13 and an ending day of May 23. Other key dates from the calendar include: Sept. 3- Labor Day holiday; Oct. 15- Required staff development/planning/student holiday; Nov. 7 & 8- Early release (K-8); Nov. 21-23- Thanksgiving break (schools); Dec. 17-19, Early release for high school exams; Dec. 20-Jan. 1- Winter break (schools); Jan. 2- staff development/planning/student holiday; Jan. 3- Students return from winter break; Jan. 21- Martin Luther King, Jr. Day holiday; Feb. 13 & 14- Early release (K-8); Feb. 18- Staff dev./planning option/student holiday; Snow make-up day priority 1; March 11- Staff dev./planning option /student holiday, Snow make-up day priority 3; March 29- Staff dev./planning option /student holiday, Snow make-up day priority 2; April 1-5- Spring break (school holidays); May 21-23- Early release for high school exams, May 23- Last day of school.
          12-Month Employee Holidays for 2001-02: July 4, Sept. 3, Nov. 22-23, Dec. 21-31, Jan. 1, Jan. 21, April 5, and May 27.

          Board Honors Shiloh HS and McConnell MS Students
          • Shiloh HS Odyssey of the Mind Team was recognized for placing 1st in state competition and 2nd in the World Finals. The students presented Dr. James Kahrs, Shiloh HS principal, with the trophies they earned in competition.
          • The Board recognized former McConnell MS students Jessica Lynch, Jessica Urick, and Andrew Walker (all are currently freshmen at Grayson HS) for being honored as National Council of Teachers of English (NCTE) Promising Young Writers. In his remarks, Principal John Campbell recognized teachers Carole Harrison and AnnMarie Bowden for their work with these students. This is the fourth year in a row that McConnell MS students have been honored by NCTE.

            Board of Education Approves Revised Five Year Local Facility Plan and State Capital Outlay Application for FY2002
            Annually, GCPS updates its facility plan and submits to the state a request for funds to go toward capital projects. The revised five-year plan reflects the school system's continued growth and the revised student:teacher ratios mandated by House Bill 1187. These factors will increase our identified need at the elementary, middle, and high school levels. The revised plan, which was approved by the Gwinnett County Board of Education, will now go to the State Board of Education for approval.
            In addition, the School Board approved the school system's application for state capital outlay funding for the following projects: the new Sugarloaf area HS, a new Sugarloaf area ES, a relief ES for Bethesda/Benefield elementaries, a relief ES for Minor/Kanoheda elementaries, a new Grayson area ES, a new Sugar Hill area ES, a new Hamilton Mill/Harmony area ES. Please note that GCPS will not know if it will receive funding or the level of funding it will receive until the legislative session.

            Board Awards $12,000 in Matching Funds to Pay for Dacula HS Band Uniforms
            The Board awarded $12,000 from the Marching Band matching fund account to Dacula HS. Each year, the high schools have an opportunity to apply for matching funds for band uniforms. The current rotation is for Dacula HS to access this fund at this time. The funding source is the 12.5 cent surcharge per football ticket sold at the regular varsity games. Each high school submits the surcharge at the end of the season. This allocation will leave $7,758.09 in the fund.

            Investment Review Completed; Internal Audit Report Provided to Board of Education
            Board policy establishes an Investment Review Committee and requires an annual report to the Superintendent and School Board. After considering the system's schedule of investments and the cash management and investment strategy, the Investment Review Team reported that the investment transactions of Gwinnett County Public Schools for the year ended June 30, 2000, were completed in accordance with School Board policy. The team proposed no revisions to the Investment Policy at this time.
            Board members also received a summary of local school activity funds. The report provided a statement of revenues collected, expenses paid, and changes in fund balance arising from cash transactions of local school activities.

            April 14 Board budget work session
            April 19 Board budget work session and adoption of tentative budget
            May 3 Public hearing
            May 10 Final adoption of FY2002 budget

            Board Tables Policies on Records Management and School Nurses
            The Board of Education tabled Records Management Policy, CN and School Health Nurse Program Policy JGC until its October 12, 2000 meeting.

            Intergovernmental Agreement Approved Between Gwinnett and State Boards of Education
            The Board approved an intergovernmental agreement that allows the Georgia Board of Education to hire an executive director. David McCleskey, GCPS governmental liaison, has been appointed to the position for a period of one year.
