March 14, 2002

The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East. Executive session will be held to discuss pending or threatened litigation with the Board attorney; the acquisition of real estate; the appointment, employment, compensation, hiring, disciplinary action, or periodic evaluation of personnel; and student discipline appeals.

V. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member or members want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

Gwinnett County DOT requires a Driveway Easement to tie in the existing school drive with the proposed sidewalk improvements to Ozora Road.
5.4) McConnell MS Temporary Construction Easement
Gwinnett County DOT requires a Temporary Construction Easement for sidewalk improvements along Ozora Road.
5.5) Duluth HS Gym, Georgia Power Easement
Georgia Power Company requires an Easement to construct and maintain utility lines at the Duluth HS gym.
5.6) Gwinnett Technical College-Building 100, Fire Alarm System Renovation
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.7) Certificate of Completion - Grayson HS
This action is necessary to close this project with the state and to receive our final reimbursement check.
5.8) Georgia Fund I Resolutions
These resolutions are required by Georgia Fund I in establishing banking procedures with the Board’s newly named banking vendor, Sun Trust.

VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule
6.5) Overview of Assessment Schedule
The AKS Assessment Program measures student progress on the Gwinnett adopted curriculum, the Academic Knowledge and Skills. Through integration of national, state and local assessments, teachers can assess progress of our students on the curriculum. This report reviews the schedule of assessments for the spring and the grade levels of students who will participate in the assessments.

Staff is recommending this policy be adopted. Proposed changes to this policy comply with current practice.
8.5) Policy DFD - Bond/SPLOST Elections
Staff is recommending this policy be adopted. Proposed changes to this policy comply with current practice. This policy includes information previously contained in Policy FFA (Bond Sales).
8.6) Policy DFE - Revenues Short-Term Notes
Staff is recommending this policy be adopted. This policy contains one minor change to comply with current practice.

Staff is recommending this policy be adopted. Minor changes to this policy comply with current practice.
8.14) Policy JBA - Eligibility for Enrollment
Staff is recommending this policy be adopted. Proposed changes to this policy include title change and information previously contained in Policies JBA entitled Compulsory Attendance Age, JBB (Attendance Eligibility), and JBC (School Admissions).
8.15) Policy AFC - Emergency Closings
Staff is recommending this policy be rescinded. The information is contained in the proposed new policy CB entitled Closings Due to Weather/Emergency.
8.16) Policy DJEE - Local Purchasing
Staff is recommending this policy be rescinded. The Department of School Nutrition Programs ensures that Gwinnett County Public Schools is in compliance with state and federal laws.
8.17) Policy FFA - Bond Sales
Staff is recommending this policy be rescinded. The information is contained in proposed Policy DFD, Bond/SPLOST Elections.
8.18) Policy JBA - Compulsory Attendance Age
Staff is recommending this policy be rescinded. The information is contained in proposed policy JBA entitled Eligibility for Enrollment.

Staff is recommending this policy be rescinded. The information is contained in proposed Policy JBA entitled Eligibility for Enrollment.

9.1) Policy JGJ - Crisis Intervention Plan/Required Drills
Table for input until April 11. Staff is recommending proposed changes to this policy to comply with current practice and to include information previously contained in policies EBB (Emergency Preparedness), EBBC (Emergency Drills), and JGFA (Emergency Drills).
9.2) Policy EE - Food Services Management
Table for input until April 11. Staff is recommending this proposed policy be placed on the table for input until the April 11 Board meeting. Staff is recommending proposed changes to this policy to comply with current practice.
9.3) Policy EGAC - Employee Benefits
Staff is recommending this proposed policy be placed on the table for input until the April 11 Board meeting. Staff is recommending proposed changes to this policy to comply with current practice and to change the name from “Health Insurance, Employee” to“Employee Benefits.”
9.4) Policy EBB - Emergency Preparedness
Staff is recommending this policy be rescinded. The information is contained in proposed revisions to Policy JGJ entitled Crisis Intervention Plan/Required Drills.
