GWINNETT COUNTY BOARD OF EDUCATION MEETING
August 14, 2003


The regular Board meeting held in the Board Room at Lawrenceville East, 723 Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. The Board will meet at 3:00 p.m. for a work session the afternoon of the Board meeting; therefore, time to discuss agenda items is provided prior to the regular meeting at 7:00 p.m.

V. CONSENT AGENDA

The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member wants to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.


5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Gwinnett Technical College - Kitchen Retrofit Bid
Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.3) J.P. McConnell MS Sewer Bid
Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.4) J.C. Magill ES Sewer Easement
Staff is recommending that the Board adopt a motion to grant the sewer easement.
5.5) Rock Springs ES Sewer Easement
Staff is recommending that the Board adopt a motion to grant the sewer easement.

Staff is recommending that the Board adopt a motion to award the contract to the lowest responsible and responsive bidder.


VI. SUPERINTENDENT’S REPORTS

6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contact price and progress toward completion indicated.
6.5) Georgia End-of-Course Tests (EOCT)
The State Board of Education has authorized the implementation of the high school EOCT beginning in December 2003 for standard-setting purposes only. Since the EOCT cover an entire school year of course work, these initial EOCT will only be administered in block-scheduled schools. EOCT will be administered at all high schools in the spring of 2004. EOCT will be required for the following courses: Algebra I, Geometry, Ninth Grade Literature and Composition, American Literature and Composition, Physical Science, Biology, United States History, Economics/Business/Free Enterprise.

VIII. OLD BUSINESS

Staff is recommending that the following policy revisions be adopted:

8.1) Policy EGD - Liability Insurance (Defense and Indemnification)
Minor changes to this policy reflect current practice.
8.2) Policy GAG - Staff Conflict of Interest
Name and code of this policy to change from Policy GBRG - Non-School Employment/Personnel Tutoring for Pay/Endorsements to Policy GAG - Staff Conflict of Interest to match GSBA suggested standards.
8.3) Policy GAK - Personnel Records
Minor changes to this policy reflect current practice.
8.4) Policy GAM - Mandatory Reporting of Employee Crimes
Information pertaining to Drug-Free Workplace to be removed from this policy and added to new Policy GAMA - Drug-Free Workplace.
8.5) Policy GAMA - Drug-Free Workplace
New Policy GAMA to contain information pertaining to a drug-free workplace currently contained in Policy GAM - Mandatory Reporting of Employee Crimes.
8.6) Policy GBD - Fingerprinting/Criminal Record Check
Minor changes to this policy reflect current practice.
8.7) Policy GBN - Professional Personnel Separation
Name of this policy to change from Teacher Non-Renewal to Professional Personnel Separation, and information in the policy pertaining to teacher tenure to be deleted to match current law.
8.8) Policy GBR - Personnel Attire and Working Conditions
Name of this policy to change from Personnel Dress and Safety, and information from Policy GBRB - Personnel Time Schedule to be added.
8.9) Policy GBU - Professional Personnel Ethics
New Policy GBU - Professional Personnel Ethics.
8.10) Policy HA - Personnel Negotiations
Name and code to change from Policy HAN - Staff Action to Policy HA-Personnel Negotiations to match GSBA suggested standards.

Staff is recommending that the following policies be rescinded:

The information from this policy has been incorporated into Policy GBR - Personnel Attire and Working Conditions.
8.12) Policy GBRG - Non-School Employment/Personnel Tutoring for Pay/Endorsements
The information contained in this policy has been incorporated into Policy GAG - Staff Conflict of Interest.
8.13) Policy HAN - Personnel Negotiations
The information contained in this policy has been incorporated into Policy HA - Personnel Negotiations.


IX. NEW BUSINESS

Staff is recommending that the following policies be rescinded at the September 11, 2003 Board Meeting:

9.1) Policy IA - Philosophy
The information in Policy IB is reflective of current instructional goals.
9.2) Policy IDD - Private Instruction
Information is contained in Policy IDCB - Community School Program.
9.3) Policy IEIA - Student Support Team
Information is contained in Policy IGB - Student Support Team.
9.4) Policy JAB - Gender Equity in Sports
Information is contained in Policy IDFA - Gender Equity in Sports.

Staff is recommending that the following proposed policy revisions be placed on the table for review until the September 11, 2003 Board Meeting:

9.5) Policy IDCB - Community School Program
Staff is recommending to change the name and code of this policy from IDD - Private Instruction to IDCB - Community School Program to match GSBA suggested standards.
9.6) Policy IDFA - Gender Equity in Sports
Staff is recommending to change the code of this policy from JAB to IDFA to match GSBA suggested standards.
9.7) Policy IGB - Student Support Team
Staff is recommending to change the code of this policy from IEIA to IGB to match GSBA suggested standards. Information contained in the policy remains the same.
9.8) Systemwide Program Facility Needs
The superintendent will brief the Board on the school system’s ongoing, increasing demand for facility space to house a variety of programs and services offered to students system wide. Possible solutions to the facilities challenge will be discussed.
9.9) School Board Member Training Certification
The Georgia Department of Education issues certificates of completion to local Board of education members who complete annual training activities as prescribed in Georgia law. All Gwinnett County Board of Education Members will receive a GDOE certificate for completing the Annual School Board Member Training for 2002-03.
