GWINNETT COUNTY BOARD OF EDUCATION MEETING
May 9, 2002


The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 3:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. VI. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member or members want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

5.5) Local Plan for Improving Vocational and Technical Education
This is an annual compliance document for budgetary information, assurances of compliance, and utilization of Federal funds as allocated by the Carl D. Perkins Vocational and Technical Education Act.
5.6) Central Gwinnett Cluster Elementary School - Georgia Power Easement
Georgia Power Company requires an easement to construct and maintain power lines at Central Gwinnett Cluster Elementary School.
5.7) Central Gwinnett Cluster Elementary School - Quit Claim Deed from Georgia Power Company
Georgia Power Company is quit claiming 0.019 +/- acres to the Gwinnett County Board of Education in exchange for a power easement, consisting of 0.501 +/- acres, required to modify the existing power lines across Land Lots 108 and 117 of the 5th Land District, known as Central Gwinnett Cluster ES.
5.8) Central Gwinnett HS HVAC Renovation Bid, Two-Story Building and Media Center
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.9) South Gwinnett HS Campus Renovation and Addition Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.10) Dacula HS Fieldhouse Re-Roof
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.11) Grayson HS Classroom Infield Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.12) Berkmar HS Orchestra Area Renovation Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.

VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated.
6.5) 2003-2004 Proposed Calendar
The school system will continue with a similar calendar for the 2003-2004 school year with the addition of an optional teacher staff development day at the end of each nine-week grading period.

VIII. OLD BUSINESS
8.1 Adoption of FY2003 Budget
Staff is recommending the Board adopt the FY2003 budget in the expenditure amount of $1,202,488,875 as presented by the Superintendent and tentatively adopted by the Board on April 16, 2002.

IX. NEW BUSINESS
9.1) Instructional Materials Adoption
In compliance with GCPS’ Policy IFAA and the Georgia Department of Education Rule 160-4-1.12, the periodic program and instruction materials review was conducted in the areas of Science, grades 3-5, piloted Spring 2002; Social Studies, 2 HS AP courses, piloted 2001-2002; and Health, HS, piloted 2001-2002. Health materials were also approved by the Community Health Education Advisory Committee (CHEAC).
9.2) Gwinnett Technical College Enrollment
Staff will present a review of recent enrollment trends and increases.
The following policies are recommended to be tabled until the June 20 Board Meeting:
9.3) Policy JBCF - Admission--Gwinnett Technical College-- Staff is recommending only minor changes to this policy including changing the name of the policy from “Admission--Gwinnett Technical Institute” to “Admission--Gwinnett Technical College.”
9.4) Policy JBD - Attendance-- Staff is recommending proposed changes to this policy to reflect current practice.
9.5) Policy JBFB - Work-Based Learning-- Staff is recommending proposed changes to this policy to comply with current State Board rules and to change the name from “Educational Release” to “Work-Based Learning.”
9.6) Policy JCAAA - Title I, Parent Involvement-- Staff is recommending proposed changes to this policy to comply with current practice and federal and state law.
9.7) Policy JGFAA - Eye Protection-- Staff is recommending proposed changes to this policy to change the terminology from “vocational, industrial arts” to “trades/industrials, technology education” as referenced in State Board rules.
9.8) Policy JR - Student Records-- Staff is recommending proposed changes to this policy to comply with current practice to include a paragraph concerning “Directory Information.”
The following policies are recommended to be rescinded:
9.9) Policy JAA - Equal Opportunities-- This information is already included in Policy GAAA entitled Equal Opportunity.
9.10) Policy JK - Solicitation-- Staff is recommending the information contained in this policy be incorporated into a procedure and that the title be changed from “Solicitation” to “Fund Raising.”
9.11) Policy JKA - Concession Rights
Staff is recommending the information contained in this policy be incorporated into a procedure.
