GWINNETT COUNTY BOARD OF EDUCATION MEETING
June 20, 2002


The regular Board meeting held in the Board Room at Lawrenceville East, Hi-Hope Road, Lawrenceville, will begin with the open forum at 6:30 p.m. and the regular meeting at 7:00 p.m. Preceding the regular meeting, the Board will meet at 2:00 p.m. in a work/executive session in the Executive Board Room at Lawrenceville East.

NOTE: Executive session will be held to discuss pending or threatened litigation with the Board attorney; the acquisition of real estate; the appointment, employment, compensation, hiring, disciplinary action, or periodic evaluation of personnel; and student discipline appeals.


NOTE TO CITIZENS
Board Agendas with supporting documentation are given to the Board of Education for their review seven (7) days prior to the meeting date. Staff is available during this time to answer questions or provide additional materials to Board members. The Board will meet at 2:00 p.m. for a work session the afternoon of the Board meeting; therefore, time to discuss agenda items is provided prior to the regular meeting at 7:00 p.m.

V. CONSENT AGENDA
The Consent Agenda allows the Board of Education to act on routine items of business as a series. If a Board member needs additional information or clarification, an item can remain on the Consent Agenda. If a Board member or members want to discuss or debate an item, the item should be removed from the Consent Agenda and placed at the proper place on the agenda.
5.l) Purchase Orders
This is a monthly report that lists all purchase orders of $2,000 or more. The vendor, the item(s) purchased, the destination of the item(s), the budget account, the dollar amount and the method of purchase are all identified.
5.2) Bids:
Sealed bids have been taken for various services and products. The dollar volume of purchases requires Board approval before obtaining the services or products with budgeted funds.

Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.

Staff is recommending that the Board of Education adopt a motion to award the Contract to the lowest responsible and responsive bidder.
5.5) East Rock Quarry Property Clearing and Grading Bid
Staff is recommending that the Board of Education adopt a motion to award the Contract to the lowest responsible and responsive bidder.
5.6) Brookwood HS Electrical Service Entrance Replacement Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.
5.7) Shiloh ES Asphalt Reconstruction Bid
Staff is recommending that the Board of Education adopt a motion to award the contract to the lowest responsible and responsive bidder.

VI. SUPERINTENDENT’S REPORTS
6.1) Personnel
This monthly report lists all employees being hired, taking a leave of absence, and terminating employment. Board members will receive an updated list at the meeting.
6.2) Monthly Financial Report
A consolidated comparison of all budgeted funds to actual expenditures and a balance sheet are provided in this monthly report. Also provided are budget amendments and a detailed schedule of investments and sales tax receipts.
6.3) 1997 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in March 1997 is shown with the current status and schedule indicated. A separate listing is provided of all major construction contracts that are in progress with the project name, contractor, contract price and progress toward completion indicated.
6.4) 2002 Building Program/Construction Report
A listing of construction projects, with revisions, funded by the sales tax approved by voters in November 2001 is shown with the current status and schedule indicated.

The following policies are recommended for adoption:
8.1) Policy JBCF - Admission - Gwinnett Technical College
Proposed changes to this policy include changing the name of the policy from “Admission--Gwinnett Technical Institute” to “Admission--Gwinnett Technical College.”
8.2) Policy JBD - Attendance
Proposed changes to this policy reflect current practice.
8.3) Policy JBFB - Work-Based Learning
Proposed changes to this policy comply with current State Board rules and change the name from “Educational Release” to “Work-Based Learning.”
8.4) Policy JCAAA - Title I, Parent Involvement
Proposed changes to this policy comply with current practice and federal and state law.
8.5) Policy JGFAA - Eye Protection
Proposed changes to this policy change the terminology from “vocational, industrial arts” to “trades/industrials, technology education” as referenced in State Board rules.
8.6) Policy JR - Student Records
Proposed changes to this policy comply with current practice to include a paragraph concerning “Directory Information.”

The following policies are recommended to be rescinded:
8.7) Policy JAA - Equal Opportunities
Information is already included in Policy GAAA entitled Equal Opportunity.
8.8) Policy JK - Solicitation
Information contained in this policy has been incorporated into a procedure titled “Fund Raising.”
8.9) Policy JKA - Concession Rights
Information contained in this policy has been incorporated into a procedure.

IX. NEW BUSINESS
9.1) Request for Single Source Purchasing Agreement

The following policies are recommended to be tabled until the July 11 Board Meeting:
9.2) Policy G - Accommodations for Employees with Disabilities
Staff is recommending the creation of this new policy under the “Personnel” section to address employees with disabilities.
9.3) Policy JC - Sexual Harassment/Discrimination (Students)
Staff is recommending the creation of this new policy to comply with current practice and state law. Some of the information previously contained in Policy JC “Grievance/Appeal Procedures,” which is being rescinded, was incorporated into this new policy.
9.4) Policy JCAC - Accommodations for Students with Disabilities
Staff is recommending proposed changes to this policy to comply with current practice and to change the name from “Section 504 Policy” to “Accommodations for Students with Disabilities.”
9.5) Policy KJ - Advertising in Schools
Staff is recommending minor changes to this policy to comply with current practice and to include information contained in Policy KIA “Distribution of Political Campaign Materials.”

The following policies are recommended to be rescinded:
9.6) Policy JC - Grievance/Appeal Procedures
Information contained in this policy will be split into policies and procedures that focus on student complaints and employee complaints separately.
9.7) Policy JCB - Safe Schools Discipline Policy
This policy is a duplicate of information already contained in Policy JCD “Student Discipline and Conduct Behavior Code.”
9.8) Policy JCDAB - First Offenders--Rule 7 Discipline Policy
Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
9.9) Policy JCDB - Student Dress Code Discipline Policy
Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
9.10) Policy JCDBA - Electronic Pagers
This policy is a duplicate of information already contained in Policy JCD “Student Discipline and Conduct Behavior Code.”
9.11) Policy JD - Student Discipline
Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
9.12) Policy JDA - Corporal Punishment
Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
9.13) Policy JH - Student Activities
Information contained in this policy is being incorporated into Policy JCD “Student Discipline and Conduct Behavior Code.”
9.14) Policy KEBA - Concession Rights
This policy is a duplicate of Policy JKA “Concession Rights,” which is recommended to be rescinded at the June 20 Board meeting.
9.15) Policy KIA - Distribution of Political Campaign Materials
Staff is recommending the information contained in this policy be incorporated into Policy KJ “Advertising in Schools.”
